Q: Who are the members of the Corporation?
A: The active members of the corporation are the persons
who obtain wastewater (sanitary sewer) services including
all commercial and condominium properties and most single-family
homes at Ocean Reef. About 260 homes and vacant lots are
served
by septic tanks. Property owners at the Anglers Club are
also served by the NKLU and are members.
Q: Who manages the corporation?
A: The Corporation has a Board of Directors elected from
the members. NKLU has a management agreement with the Ocean
Reef Community Association to manage the day-to-day system
operations.
Q: What are the rates and charges required when
I connect to the sewer systems?
A: .
The connection charge is a pro-rated share of the cost of the
wastewater treatment plant. The rates and charges are adjusted
on an annual basis and are based on the cost of operating the
corporation. These costs do not include the pro rate share
of the pipeline from each home to the sewer plant and the work
to
be done on each resident’s private property.
Q: What other charges will I incur as a result
of having to connect to the sewer system?
A: The construction cost of the collection and pumping
facilities required to provide the service will be allocated
to the users
on an equitable pro-rated basis. The cost is estimated by the
engineers to be in the range of $15,000 per residential lot.
In addition, each homeowner must have the septic tank(s) properly
abandoned and the house plumbing connected to the sewer service
line provided at the property line. These costs will range
widely depending on the conditions of each property.
Q: How long will I have to pay the charges for
connecting to the sewer system?
A: Monroe County has an ordinance providing a minimum of
two years from the notification that sewers will be provided
to pay for the construction costs. The NKLU Board of Directors
has not yet determined financing and payment alternatives.
The NKLU connection charge and construction costs must be paid
prior
to the physical connection to the sewer system. We are arranging
for financing to include a three and five year repayment at
favorable rates.
Q:What work am I responsible for?
A: The sewer connection from your septic system to the new
vacuum system on the edge of the property and the water connection
from your existing water service to the new meter on the edge
of the property (FKAA). These locations should be verified
as convenient for your private property connection needs.
Q: What is FKAA?
A: FKAA is the Florida Keys Aqueduct Authority and is a
state agency that serves Monroe County and Ocean Reef with
potable (drinking) water. They are a separate entity from
ORCA and North Key Largo Utility (NKLU). However, we are
cooperating
in every way possible to help reduce costs and distribute
information regarding this year’s utility project.
